Holyrood House is a large three storey domestic property on the West Shore at Llandudno used for many years by Staffordshire County Council as a holiday home for children in the care of that authority.
Holyrood House with its present arrangements for accommodation, furnishings, floor coverings, lavatory accommodation, washing facilities and sluicing arrangements is an institution and does not provide an atmosphere of family life nor of dignity nor autonomy for the residents.
The staffing at Holyrood House is not sufficient for the residents living in the house either by day or by night having regard to the layout of the building, the type of varied ages and the dependency of some of the residents.
