John Popham - Wikipedia, the free encyclopedia
Sir John Popham (1533 – June 10, 1607) was Speaker of the House of Commons from 1580 to 1583 and the Lord Chief Justice of England from June 2, 1592 to June 1607.
Popham is credited for maintaining the stability of the British State, and for being one of the "real colonisers" of the British Empire; funding and orchestrating the shortlived Popham Colony in Virginia.
Popham presided at the trial of the Jesuit, Robert Southwell, in 1595 and passed sentence of death by hanging, drawing and quartering.

The attempt was made with Popham's squadron and 1400 soldiers; but the Spanish colonists, though discontented, were not disposed to accept British help, which would in all probability have been made an excuse for establishing dominion.

 Historical background
The Popham Colony was the first organized attempt to establish an English colony on the shores of what we now know as New England.
It was planted at the mouth of the Kennebec River in the summer of 1607 and lasted for little over a year until it was abandoned in the fall of 1608.
Although Popham was the first claim of possession of what was then called Northern Virginia by the English, the honor of the actual founding of a "New" England belongs to the Pilgrims who established the first permanent settlement in Massachusetts Bay thirteen years later.

Popham then invited researchers to participate with him in a study to answer the question: Should student scores on standardized achievement tests be used to evaluate instructional quality in local schools?
Using a framework developed by Popham (1999) and a research protocol collaboratively devised by Popham and local study directors, educators and parents of school-age children rated all items contained on a commercially-marketed standardized achievement test that covered third grade content in reading, language arts, and mathematics.

In 1809 the controversial naval officer Sir Home Popham invited Peter Finnerty, a radical Irish journalist and supporter of the United Irishmen, to join him on the British expedition to the Scheldt: its object was to attack Antwerp, then held by the French.

The Origin of the Railway Semaphore
One must appreciate that the signalling apparatus was not the only part of a telegraph; the inventors and promoters were at least as concerned with the way in which messages were transmitted, whether by code book, spelling, or other method.

This was a much simpler system than Home Popham's, less subject to misinterpretation, and more flexible.
