 | | The new bill, "The Alabama Limited Self-Governance Act", gives limited home rule to county commissions regarding "nuisance" issues such as unsanitary sewage, noise, litter, pollution, overgrown weeds, junkyards, and animals. |
 | | Batemon, an outspoken supporter of home rule, said county commissioners are speaking with citizens to determine how much interest there is in the issue among those who live in the unincorporated areas. |
 | | The bill does not take away any existing authority of the county commission and Batemon said the county commission could still do a zoning study for St. Clair but would have to follow the current procedures for zoning to have it approved. |
