Half of the people using shelter last year stayed for a week or less, but nearly three-quarters of the beds in the 17 emergency shelters that provided data for the report were occupied by people who stayed for more than two months.
The number of people entering shelters without health insurance is also on the rise according to the report, at 38 percent in 2003, up from 28 percent in 1999.
