So what does "Homemaker" mean to you?
I've noticed that "homemaker" is usually used interchangeably with "stay at home mom", but is not often used in reference to a mom who works full time outside of the home.
A homemaker to me is someone who takes care of the home and family, making sure everyone's needs are met...including their own.
Now, to be a full time homemaker, then I would expect that your full time job is homemaking and so yeah, I guess a stay at home mom or wife would be the ones qualified and not someone who does something else full time.

Homemaker Service   (Site not responding. Last check: )
Founded in 1933, the CAS Homemaker program is based on traditional neighborly principles--when a mother was ill or had to be away from home, a homemaker would step in to help care for the house and children--but our model has evolved considerably with the changing needs of families.
In addition, our homemakers are supervised by certified social workers, who, through frequent home visits, carefully assess and track a family's needs and offer homemakers guidance on how to best meet these needs.
A central part of this work is teaching by role-modeling: with the guidance and support of our homemakers, parents learn better ways to run the house, meet their children's needs, and constructively solve problems.
