It is under the management of Hong Kong Correctional Services Department.

After the annexation of Hong Kong in 1842, the British made Stanley the administrative centre for a while, before moving to the newly founded Victoria City north of Hong Kong Island.
Stanley was the location where the British garrison in Hong Kong was defeated by the advancing Japanese troops in December 1941.
Tin Hau Temple (Temple of the Queen of Heaven), built in 1767, is one of the oldest temples in Hong Kong.

 Hong Kong Correctional Services - Hong Kong Correctional Services Museum
The old museum inside the Staff Training Institute (STI), which kept and displayed artefacts and documents related to the Correctional Services, was already a main attraction for students and group visitors to the STI.
Occupying an area of 480 square metres and with a collection of some 600 artefacts, the new museum is housed in a two-storey building next to the parade ground of the STI in Stanley.
Inside the new museum, there are nine galleries, one mock gallows and two mock cells.

For those of you unfamiliar with Hong Kong geography, the central island is built on a side of a fairly steep and large hill culminating at Victoria's Peak.
Alex thoroughly enjoyed the spectacular displays describing the penal code and punishment of prisoners throughout Hong Kong's history and purchased a souvenir change purse with the HK Correctional Service logo as a momento.
The wealth of information on correctional services capabilities, as well as artwork developed by "guests" of the system (complete with happy smiling guards), were only the appetizers to the main course of a full-scale mock-up gallows demonstrating the capital punishment of the region.

The Museum Panorama, a highlight programme of "International Museum Day 2006, Hong Kong", will run from 10am to 6pm today and tomorrow (May 13 and 14) at the Piazza of the Cultural Centre to provide visitors with entertaining booth games and a series of educational activities, demonstrations and performances.
Pass holders are entitled to unlimited admission to the Hong Kong Science Museum (excluding some special exhibitions), Hong Kong Space Museum (excluding the Space Theatre's programmes), Hong Kong Museum of Art, Hong Kong Museum of History, Hong Kong Museum of Coastal Defence and Hong Kong Heritage Museum during the validity period.
Apart from the Museum Panorama, educational and entertainment programmes including lectures on the work and functions of museums, workshops, guided tours, demonstrations, children's programmes, video programmes and behind-the-scenes tours will be held at different museums during "Museum Two-week" from May 15 to 28.

To mark the decommissioning of Victoria Prison, the Correctional Services Department (CSD) and The Community Chest of Hong Kong will hold open days Saturday (March 11), March 18 and March 19.
The $20 admission fee, which will be donated to the Community Chest of Hong Kong, can be paid at the entrance to the prison at 16 Old Bailey Street in Central.
A spokesman for the CSD said Victoria Prison, in use since 1841, was the first and oldest prison in the territory.

A reader who has visited the museum writes to say that this is a hinged pad, "something like a folding table, covered in green billiard-table-type felt", to be locked down for birching on the buttocks (with the prisoner bending over it) and kept in the illustrated upright position for flogging on the upper back.
I assume that this is from the press launch in 2002 of the Hong Kong Correctional Services Museum.
The museum's wall display "The Whipping Room" shows some very familiar illustrations, none of them anything to do with Beaumaris, and a picture of what looks more like a cattle whip than the cat-o'-nine-tails that was probably used in fact.
