In the same year, the Resettlement Department and the Building Section of the Urban Services Department were merged to form the Housing Department, which acts as the Housing Authority's executive body.

The Law Society has repeatedly told the Housing Authority that the tender system as at presently constituted, is unfair and exacerbates the cut-throat competition which is contrary to the interests of all involved.
It was suggested that if the Housing Authority is really seeking to find the best firms from within the panel to perform the work the current tender exercise is unlikely to achieve that result.
The very fact that the Housing Authority has appointed 86 firms by way of pre-qualification to serve on its panel suggests that no distinction needs to be made between firms of different sizes.

The Housing Authority proposed banning all pets in May, at the height of the SARS panic, but scaled back the ban under sustained criticism from the Hong Kong SPCA and the Hong Kong Veterinary Association.
Hong Kong Dog Lovers' Group president Ivy Chan told the South China Morning Post that a survey of 16 veterinarians found that 34 dogs and 17 cats had been killed at request of their keepers from fear that the keepers would be evicted.
Amid the debate, the Hong Kong SPCA reported a decrease of 15% in the number of healthy homeless animals it killed in the year since it began phasing out animal control duties, along with an increase of 250 in adoptions.

 Rent ruling could cost Hong Kong housing authority millions of dollars
HONG KONG, July 11 (AFP) - Hong Kong's Housing Authority was on Friday found in breach of the law by failing to lower public housing rents for some 660,000 households, in a ruling that could cost the authority 1.4 billion Hong Kong dollars (180 million US) in returned payments.
The Housing Authority argued it only had to comply with the law if it wanted to increase rents, local radio reported.
Secretary for Housing, Planning and Lands Michael Suen told reporters the authority was very disappointed with the decision.

This project is a case study in urban community participation in Hong Kong, demonstrating how the tenants of the Lower Ngau Tau Kok (LNTK) Estate, one of Hong Kong's oldest public housing projects, have influenced the design of the new estate which they will occupy after the planned demolition of their current home.
The result was that the Hong Kong Housing Authority changed their redevelopment plan so that the whole well-established community will be re-house together to a nearby reception estate.
It was in the middle of the phase of public housing construction spanning from the 1950s to the 1970s, when "the greatest need was to provide a large number of rental housing units with basic facilities to accommodate those cleared from squatter areas, those left homeless by fires, and those with low income" [1].

Specifically, it focuses on how the Authority responds to a vote by Hong Kong’s Legislative Council (Legco)--a body with little formal power but which includes the highest elected officials in the territory--recommending against the adoption of the assets test.
The Authority must decide whether to take the Legco decision as a mandate or to find new ways to sell the policy to the public and to its own board of directors, in whom the final decision-making power is vested.

The Hong Kong Housing Authority has been forced to abandon the sale of some $30 billion in government-owned real estate through the listing of the Link Reit until legal uncertainties surrounding the listing - which was due to take place on Monday - have been resolved.
However, this was scuppered by a last minute judicial review of the sale by two Hong Kong public housing residents who argued that the Housing Authority breached government regulations.
While the challenge was rejected by the Hong Kong court, a subsequent ruling left the door open for an appeal, throwing the whole listing process into doubt.

 Modelling and predicting construction durations in Hong Kong public housing
Data were collected from a sample of 56 standard 'Harmony' type domestic blocks of the Hong Kong Housing Authority; (the 'Harmony' series of block design having become popular for average quality public housing blocks in the 1990s, ranging from 30 to 40 storeys and containing about 16 residential units on each floor).
This model was then tested and validated using information from a further nine projects from the Housing Authority.
It is concluded that the model is applicable to the public housing industry in Hong Kong, and that the methodology used may be applied to develop similarly useful models in other subsectors, and in other countries.
