Education in Hong Kong has a similar system to that of the United Kingdom, in particular the English education system, as Hong Kong was colonised by the British from 1841 to 1997.
In Hong Kong there is a non-compulsory three-year kindergarten education followed by a legal requirement of a six-year primary education, three-year junior secondary education, two-year senior secondary education and a non-compulsory two-year matriculation course leading to the Advanced Level examinations.
In Hong Kong, attainments (Grade E or above) in the HKALE Chinese Language and Culture and Use of English are the prerequisitive for university admissions, similar to the language requirement of Grades A*-C in GCSE English for university admissions in the UK.

Hong Kong higher education has gone through dramatic changes over the past 20 years, including an increase in the number of universities from two to seven, along with university-level enrollments growing from 2 to 18 percent of the age cohort.
Hong Kong, with 18 percent of the age cohort entering university and another 12 percent or so entering other forms of short-cycle higher education, is clearly lagging behind in the provision of postsecondary education.
As the Institute faces questions of how it will adapt its program to the planned new structure of secondary education, it has the advantage of approved four-year programs already in place and curricular patterns that are more suited to multidisciplinary learning than the narrower, academic subject structures found in some older universities in Hong Kong.

The Hong Kong Institute of Education (HKIEd) (Traditional Chinese: 香港教育學院) is one of the eight subsidized tertiary institutes under the University Grants Committee of Hong Kong and is the only one dedicated solely to teacher education.
In 1997, the Institute moved to its new campus in Tung Tsz, Tai Po, near the Tai Po Industrial Estate.
With effect from 1 May 2004, the Institute was granted the self-accrediting status by the Government, in respect of its own teacher education programmes at degree-level and above.

It appears that the issues facing Hong Kong higher education are part of a broader worldwide transformation of higher education, despite local and cultural variations.

Teachers in the Hong Kong Special Administrative Region (HKSAR) are currently undergoing a period of transition as they struggle to effectively integrate new learning technologies across the curriculum.
This strongly suggests that teacher education programmes need to examine methods for training prospective teachers to not only be technologically literate but also to understand the unique issues involved with technology in schools and be skilled in integrating technology resources and tools into classroom activities.

At the invitation of the Director of Education, a presentation on Living Values was made in late 1999 to the Board of Education, a high-level advisory body for curriculum decision-making.
In December 1998, a whole-day educators' training workshop was conducted by Diane Tillman, LVE's International Coordinator for Content and Training, with two participants from the Curriculum Development Institute, two from the Hong Kong Institute of Education and a number of school teachers/principals.
The two Kindergartens of the privately-run Jimmy's Education Institute also began to implement LVE in late 2000 following two training sessions there for teachers and, when Living Values attended the schools to officiate at their 20th Anniversary Open Day, rooms were beautifully decorated with photographs and the fruits of some of the activities undertaken.
