He was also somewhat inexperienced, and often had to refer to a training manual, the Hong Kong Book of Kung-Fu, to find the moves he felt could win the day.
HKP also had a tendency to get stuck in the cabinet, needing Spot outside to hit on it and release the drawers so the hero could emerge.
Normally disguised as a dumpster outside the station when not in use, it was capable of transforming into any item or vehicle HKP needed at the strike of a gong - unfortunately his control of exactly what he got compared to what he wanted is hit and miss.

'Hong Kong Phooey: The Complete Series' - Crime-fighting mutt chops his way onto DVD - Zap2it
So it was with some trepidation that I popped in the DVD of "Hong Kong Phooey: The Complete Series." The karate-chopping dog is one of the first TV characters burned into my brain, and I loved him as a kid; I even went trick-or-treating as him one year.
Of course, Hong Kong Phooey -- the alter ego of unassuming police-station janitor Penry -- never actually landed a chop or kick on one of his opponents; his world-renowned ability to catch the bad guys was invariably the result of an assist from his cat, Spot (who was striped), or some sort of dumb luck.
The animation, as it was on a lot of Hanna-Barbera cartoons at the time, was only serviceable, but the minimalist, water-colored backgrounds (a subtle reference to Asian culture, layout manager Willie Ito notes in a documentary included in the DVD set) are fairly interesting.

 TomPaine.com - Hong Kong Phooey
Although much is at stake at the World Trade Organization Ministerial in Hong Kong this week, the success of the talks will largely hinge upon one issue: the willingness of the U.S., Japan and the European Union to live up to their own "free trade" rhetoric and to substantially cut their agricultural subsidies.
Governments of developing nations, coming off of their victory in resisting a one-sided trade deal in Cancun in 2003, will be pushing hard in Hong Kong for countries like the United States to scale back their agricultural supports—something the Bush administration has thus far proved unwilling to do.
Given that reality, a collapse of talks in Hong Kong would be better than an unfair deal adopted in the name of development.

Buchanan's highly original reading, Bush père got in trouble not by famously reneging on his read-my-lips-no-new-taxes pledge but by embracing--you guessed it!--"the Hong Kong values of the Wall Street Journal." Likewise his son, whom we are told has now fallen under the same spell.
Buchanan's mind, no doubt, "Hong Kong values" is not so much about any of these specific differences but about a shared ideology that elevates profits over people.
But those who lived and worked in Hong Kong in its glory days (and there are a number of us here) knew it as something far more elevated: a dynamic testament to the unparalleled peace and opportunity delivered by the marriage of open markets and the British common law.
