Hongqiao, in Shanghai's western suburbs, had exceeded its capacity of 9 million passengers a year; more significant, the old airport had just one runway and nowhere to expand.
The airport sits on reclaimed tideland that was once home to the fish farms that fed Shanghai; several of the old fishpools stocked with giant fish grace the front of the terminal building.
In the meantime, both the Pudong airport and United Airlines are providing shuttle buses for the 30-kilometer ride into the city and the 40-kilometer ride to Hongqiao Airport.

Puxi - Wikipedia, the free encyclopedia
Shanghai's old airport, Hongqiao Airport, is located in Puxi however all international flights, flights to Hong Kong and Macao, and flights to most major cities have been moved to Pudong International Airport.
Government policy is apparently to move all flights to any location from Hongqiao to Pudong at the same time to avoid placing the two airports in direct competition.
This is probably avoids embarrassment as a taxi to Hongqiao takes less than 30 minutes and US$10 whereas Pudong International Airport is far from all major business areas and can take an hour and US$25.
