Mercier entered the Jesuit College of St Mary, Montreal, at the age of fourteen, and throughout his life retained a warm friendship for the society.
Mercier entered the arena of provincial politics in May 1879 as solicitorgeneral in the Joly government, representing the county of St Hyacinthe; and on the defeat of the ministry in October he passed, with his leader, into opposition.
In January 1887 Mercier was sworn in as premier and attorney-general, and from this moment he exercised an extraordinary influence in the province.

Mercier was fascinated by the city as a social space, as demonstrated by the twelve-volume Tableau de Paris, published between 1782 and 1788, in which he chronicled the life of the city in great detail.
Mercier's utopia was, above all, an orderly society, and the Paris in which it was situated bears striking resemblance to the city that Baron Haussmann would create in the mid-nineteenth century with its broad and beautiful avenues.

He was born in St-Athanase, Lower Canada, studied at the Jesuit College Sainte-Marie in Montreal and was admitted to the bar of Quebec in April 1865.
With his strong nationalist stance, Mercier was very much a precursor of later nationalist premiers in future decades who confronted the federal government and tried to win more power for Quebec.
