I haven't completed the George Mercier material yet, but think he is probably correct about the "bank signature card" being one of the key elements of fraud in the system that extends the contractual "equitable" (Ha!) remedy, civil and/or criminal, that hooks so many people in.
Again, I haven't gotten through all of Judge Mercier's material yet, but I doubt seriously that he went into the "public money" scam, and he most certainly didn't distinguish between the "geographical United States" (territory and insular possessions of the United States) and the several States party to the Constitution.
That tap on the line is a demand for power, and the power company must honor it or the result is a brown out, or a black out if the power drop is severe enough.

However, they congratulated me on my offer and advised me to be honored to receive one and to also understand that there are no guarantees in life (meaning that UMass may not materialize as an option for me).
It is an honor to be the only non-writing member, and I hope that you will stay on.
