Horizon class frigate - Wikipedia, the free encyclopedia
The Horizon Common New Generation Frigate (CNGF) is a multi-national collaboration to produce a new generation of anti-air warfare frigates.
In 1999, with the overall programme in difficulties and the Horizon frigate itself effectively stalled, the UK announced that it was withdrawing from the CNGF project to pursue its own national design.
A major sticking point was the disproportionate control the French had over the project compared to their actual ship requirements (2 or 4 compared to up to 12 for the Royal Navy).

The Horizon Project was a troubled tri-nation collaboration for new air-defence frigate which begun in 1994 and finally cancelled in April 1999, writing off £75-200 million of the UK's investment in feasibility and assessment studies (depending how much "value" is counted as being reused by the Type 45).
The Horizon Project was mired in bureaucracy, with every decision requiring the approval of all the partners, and even the numbers to be built were constantly changing.
The main mission of Horizon frigates is to provide air-defence escort for a carrier battle group led by a Charles de Gaulle type aircraft carrier, or for a group of unarmed or lightly-armed ships, such as an amphibious or a mine-hunting force.

Horizon, otherwise known as the common new generation frigate (CNGF) began way back in 1992 with the signing of a tripartite staff requirement by the governments of the UK, France and Italy.
In the wake of the failure of the seven-nation NFR 90 project within NATO, the three countries were left with similar, though not identical, requirements for new naval air defence platforms.
In addition to PAAMS, Horizon was to have had an inner layer missile system (ILMS) that, confusingly, could have been a missile or gun-based close-in, last-ditch defence against anti-ship cruise missiles.

HORIZON Common New Generation Frigate (CNGF) is a joint programme between France and Italy.
The Horizon frigate will also have anti-surface and anti-submarine capabilities to conduct an extensive range of missions: air defence as part of an aircraft carrier group, support of lightly armed or unarmed vessels or operations as a single unit.
Four Horizon frigates will enter service with the French and Italian navies between 2006 and 2009.

In addition, the use of a smaller number of arrays allows the system to be much lighter, allowing placement of the arrays at the top of a prominent mast rather than on the side of the superstructure as in the US ships.
Placing any radar emitter at higher altitude extends the horizon distance, improving performance against low level targets; SAMPSON is at approximately double the height above the waterline than the arrays of its US equivalents.
The Royal Navy intended to deploy the SAMPSON MFR on its version of the Horizon CNGF - a collabaration with France and Italy to produce anti-air warfare frigates.

The Paams (principal anti-aircraft missile system) for the 6000-tonne Common New Generation Frigate (CNGF) planned by Britain, France and Italy will use Aster 15 missiles to protect the ship on which it is fitted, plus a small number of vessels in the immediate area.
Since active antennas do not require the waveguides and cooling systems associated with passive electronic scanning, their weight is reduced for a given size.
This allows the antenna to be mounted as high as possible, giving maximum range to the horizon.

The 2007 date is apparently close to the date offered by the CNGF international joint venture company in its final offer of a "more robust" management structure to assuage British fears about that project's management.
One major item originally expected on Horizon may not be fitted, given that the MoD says the Aster 15 PAAMS SAM will be fitted to the Type 45 as well as the Aster 30 SAM.
Another item which was chasing a Horizon contract and which could yet find its way onto the Type 45 is the Eurocombat combat management system (CMS), which the UK is known to prefer.

Almost immediately after the cancellation of Project Horizon the Navy launched its own replacement programme, which would build on the research and development that was undertaken for the CNGF.
But PAAMs was developed by Britain, France and Italy for the CNGF and was agreed upon by the three defence ministers 26th April 1999, the same day it was decided to pull out of the CNGF.

The challenge of multinational European programmes requiring RandD was highlighted in the Horizon Project, which was to provide the platform for a common new-generation frigate (CNGF) for the UK, France and Italy.
Project Horizon was ultimately scuppered as a trinational programme because of difficulties over industrial and management structures of the programme.
Development of the CNGF ultimately floundered because of differing government perspectives, reducing the possibility of common RandD funding.

Launched in 1994, the project envisioned the production of 22 6,000-tonne air-defence frigates, 12 of which were ordered by Britain, 4 by France and 6 were supposed to go to Italy.
After several months of negotiations concerning workshare and funding arrangements, the Italian and French governments decided to continue the project on a bi-national basis and build two Horizon frigates each for the French and Italian navies with the expectation of orders for more vessels.
The project is expected to cost $3.2 billion and the first frigates are scheduled to enter service in 2005.

France, Italy and the United Kingdom issued a joint requirement in 1992 after the failure of the NATO Frigate Replacement (NFR-90) project.
The resulting CNGF program consisted of the Horizon frigate and its Principle Anti Air Missile System (PAAMS.) Problemsemerged almost immediately: the primary problem was that of differing requirements: France wanted AAW escorts for its aircraft carriers, however with a limited range due to the Charles de Gaulle aircraft carrier own self-defence capability.

When the British pulled out of Horizon on 2 May 1999, they moved quickly to start a national programme, the Type 45, a design displacing some 6500 tonnes.
Because the displacement is almost half that of the original Horizon design, its main armament will be the Aster-15, a shorter-ranged version of the Aster-30, the core of PAAMS.

Modelling of ships' defences against high speed, highly manoeuvrable, sea skimming missiles, (based on GEC-Marconi's experience with PAAMS) indicates that Sea Sprint will be an ideal “off -the-shelf” candidate for the ILMS mission.
