  Horse-breaking
There are two general schools of horse breaking on the whole, one based on restraint, punishment and pain, and one utilizing efforts to obtain the animal's cooperation based on the way horses relate to each other.
Further breaking techniques through hobbling a horse, tying up one or more legs, throwing the animal to the ground and preventing it from rising, beating it until it falls, and other inflictions of overwhelming force have been known to be employed.
Perhaps the foremost and best-known advocate of the use of "horse language" as a training tool would be Monty Roberts[?], known the world over as the "horse whisperer[?]." Roberts has a knack and a knowledge for curing horse fear and flight behaviors which he gained from observing herds of horses in the wild.

Horse Behavior - Pawing: by Cherry Hill
The wild horse or the pastured horse uses pawing for many practical purposes such as uncovering feed under snow, opening up a water hole, digging up roots during a dry season, inspecting an unfamiliar object, and softening the soil before rolling.
A horse might paw at his grain or water pail when it is empty; some paw in a non-specific place in anticipation of being fed. Unfortunately, giving feed or water to a pawing horse is a reward and will encourage him to repeat his behavior in the future.
Horses that have not accepted the confinement of cross-ties, of being tied to a hitch rail, or of being enclosed in a trailer often paw out of impatience or nervousness.

Horse breaking - Wikipedia, the free encyclopedia
Horse trainers as early as the Greek equestrian Xenophon have questioned the method of using force to “break” a horse.
Horses work out their own dominance order among themselves, and they must learn to be civil both among themselves and with human beings.
Horses that are selected for tractable and trainable dispositions are especially rewarding for the horse trainer to work with.

When it comes to children not being supervised properly by their parents around horses and getting injured, the problem is that in most states horses are considered an "attractive nuisance" and you are responsible for keeping some distance between the horse and the child than rather than the other way around.
Horses that get loose and cause damage or injury can be a point of negligence or not depending on the given state's statutes.
If you prioritize your horses, then you put the panic snap near the horse, so when they are set free they don't have a crosstie dangling from their head and whipping around to injure them.

 Lounging Horses
Young foals and horses during the first year of their life should not be lounged at all as it presents a great danger to the animal.
The opposite is true; lounging does not at all contribute to the balance of the horse for the rider, but it actually confuses the more advanced horses as they are constantly switching their movement between their natural, free way of going and then changing their form/balance for the rider.
On an educated horse, the snapping of the line to the chin/bit strap (English, bridle, snaffle) is sufficient and less abusive, which of course depends on the hand of the handler.

The Fatal Flaw Behind Horse Breaking / Sacking
Contrary to the belief of some, when preparing a horse for saddle our goal is not to break a horse's spirit, but rather to create a willing and accepting partner.
If a horse is deemed to be stubborn he has been known to pull out a 2x4 and beat the horse, not caring whether the "stubbornness" is actually born out of defiance, fear or confusion.
When a trainer attempts to sack out a horse there is a small chance that the horse may be injured and an even greater chance that the trainer may be seriously injured if he is tossed.

Marv Walker ~ Breaking A Horse In 30 Minutes
Because putting a horse under saddle for the first time is often spectacular, a clinician may do it as a demonstration of the horse's compliant state of mind.
However, moving a horse around a round pen, or similar enclosure, for a few minutes in a calculated intuitive scenario will cause psychological changes in a horse and produce a much deeper level of understanding and cooperation between human and horse.
From what I've seen of the horse readers who I feel have the touch, I believe for the most part, it is also their motto and aim as well.

Horse Training Misperceptions About Horse Whisperers & Bronco Busters
Substitute "horse whispering" with "natural horsemanship" and you'll quickly realize that all these whisperers are simply horsemen that took the time to hone their skills and expand their knowledge of horses.
Jumping onto an untrained (and scared) horse to "ride out the storm" until either you are tossed off his back or the horse loses his spirit is not the way to create a solid relationship or reliable horse in the long run.
Horse whisperers are little more than horsemen that realize horse training is not a race for results, but rather a methodical series of exercises that help develop a bond between the handler and the horse.
