 Update on FY2003 Energy & Water Appropriations
On the non-defense side, the committee would recommend a whopping 73% cut for the Nuclear Waste Disposal Fund (paid for by a surcharge on power generated by nuclear plants) to provide only $56 million for the program that had requested more than doubling last year's $95 million allocation.
The committee included a lengthy section in the Office of Science section of the report on the trends of federal funding for physical science research and the decreasing number of American students pursuing these fields: "Shrinking investments in the physical sciences and engineering pose serious risks to DOE's ability to perform its mission.
The Committee strongly supports and encourages increased investments in the research and education initiatives of the DOE Office of Science." In total, the committee recommends $3.3 billion for activities within the Office of Science's programs, which is a 1.4% increase above the request and 3% more than last year.

 AAAS R&D Funding Update on R&D in House FY 2006 Interior Appropriations - May 12
On May 10, the House Appropriations Committee kicked off the FY 2006 appropriations process by debating and approving its version of the FY 2006 Interior and Environment appropriations bill, the first of 12 appropriations bills.
The House bill would allow $553 million for USGS RandD in FY 2006, a small increase of 2.3 percent or $12 million (see Table), in contrast to a proposed cut of 4.8 percent in the Administration request.
The House would provide a small boost to USGS biological research programs to $175 million, up $3 million from this year and $2 million from the request because of the addition of congressionally earmarked projects.

The Committee supports this proposal and recommends NIH develop a policy, to apply from FY 2005 forward, requiring that a complete electronic copy of any manuscript reporting work supported by NIH grants or contracts be provided to PMC upon acceptance of the manuscript for publication in any scientific journal listed in the NLM's PubMed directory.
NIH is instructed to submit a report to the Committee by December 1, 2004 about how it intends to implement this policy, including how it will ensure the reservation of rights by the NIH grantee, if required, to permit placement of the article in PMC and to allow appropriate public uses of this literature.
