  Committee of Ways and Means - Wikipedia, the free encyclopedia
The Chairman of Ways and Means presided over that Committee; and though Speakers have sometimes presided at Budgets since abolition of the Committee (as, for example, in 1968 and 1989), the Chairman does still generally occupy the chair during the speech.
The Chairman of Ways and Means is the title given to the Deputy Speaker who is appointed on a motion tabled at the beginning of each Parliament by the Leader of the House.
Ways and Means are principally provided by the imposition of taxation - the Budget resolutions are Ways and Means resolutions, upon which the Finance Bill is based - but also by the raising of loans and provision made as occasion arises for the payment of sums into the Consolidated Fund or the National Loans Fund.

A permanent committee for Ways and Means was not officially created until Thursday, January 7, 1802, consisting of seven members.

Early in the first Congress a select committee on ways and means was formed, but subsequently was disbanded when Alexander Hamilton was appointed Secretary of the Treasury and the House chose to let him handle a large part of the financial matters of the new nation.
The Ways and Means are still preserved, and their future duty is to provide "ways and means," that is, raise revenue for carrying on the Government.
Before 1865 the committee reported such a large percentage of the important legislation that the chairman of Ways and Means was de-facto floor leader, and was later the named floor leader.

The committee then identified the information it would need to proceed in its analysis of the current system and how to improve it.  Subcommittees were appointed to research and report back on the information needed.
One committee member remarked that with property values rising faster than incomes are rising in Vermont, the property tax is increasingly inequitable; whereas an income tax is inherently equitable since it is based specifically on the taxpayer’s income level.
The committee also decided that due to first-year confusion, no penalties should be imposed on taxpayers who under-withhold in the first year.  This approach for withholding might raise issues which are not raised by waiving the penalty for quarterly estimates.  Any cash flow issues raised by the proposal would also need to be examined.

The First House of Representatives in 1789 formed the Ways and Means to fulfill Article I, Section 7 of the Constitution that reads, "All bills for raising Revenue shall originate in the House of Representatives." Since 1789, the House Ways and Means Committee has served as the chief tax writing committee for all of Congress.
The first bills the Ways and Means Committee passed in this Congress were a tax cut for the wealthy funded by a $270 billion cut in the Medicare program, a radical welfare bill that would have thrown millions of children into poverty, and provisions that allowed companies to raid their workers’ pension assets.
That means environment, it means education, it means defense and it means a reasonable chance to participate in the democracy.
