On January 29, Japan's House of Representatives railroaded through Diet the amendment stipulating that remittance to and trade with the DPRK shall be stopped, when necessary, and Japan shall impose sanctions upon the DPRK single-handedly even without a UN resolution or international agreement for the "peace and security of Japan".
Japan should be held entirely responsible for all the consequences to be entailed by its wanton violation of the DPRK-Japan Pyongyang Declaration.
It is only little more than a year ago that Japan's chief executive came to Pyongyang and admitted, in a spirit of humility, facts of history that Japan caused tremendous damage and sufferings to the Korean people through its colonial rule in the past, and expressed deep remorse and heartfelt apology.

 II Journal: Japan Addresses its War Responsibility
The discussion in the House was centered on the expressions such as "aggression" and "colonies." As a result of negotiation and compromise by the Liberal Democrats and the Socialists, these words came to have equivocal and thus unclear meanings in the resolution.
However, any resolutions by the House, composed of the representatives of the people, are supposed to mean "the consensus of the people." Can we really say that the content of the agreement by the three parties is "the consensus of the people?" In fact, public opinion is split.
Japan's war of aggression cannot be described as "colonial rule and acts of aggression," nor can it be rationalized as part of the general trend at the time.

 THE CONSTITUTION OF JAPAN
Except in cases as provided for by law, members of both Houses shall be exempt from apprehension while the Diet is in session, and any members apprehended before the opening of the session shall be freed during the term of the session upon demand of the House.
When the House of Representatives is dissolved, there must be a general election of members of the House of Representatives within forty(40) days from the date of dissolution, and the Diet must be convoked within thirty(30) days from the date of the election.
If the House of Councillors is not constituted before the effective date of this Constitution, the House of Representatives shall function as the Diet until such time as the House of Councillors shall be constituted.
