The majority of the residential housing developments in Singapore are publicly governed and developed and about 85% of Singaporeans live in such houses.
HDB flats are affordable for the masses and their purchase can be financially-aided by the Central Provident Fund Approximately 90% of the residents in public housing are owners rather than tenants.
Public housing in Singapore as such is not generally considered as a sign of poverty or lower standards of living as compared to public housing in other countries (Australia, England etc. where land constraint is a non-issue and property pricing is significantly cheaper in the cost to size ratio).

BISHO -- The Eastern Cape Housing Development Board has accelerated the province's housing delivery with the approval of 159 housing projects consisting of 81 000 houses worth R1,2 billion since 1994, chairman John Smith said in his report to the housing and local government standing committee here yesterday.
He attributed the acceleration of housing delivery to the repeal of legislation impeding delivery and the release of government land to local authorities for housing development.
However, while the present board had made great strides and committed funds to housing projects, the slow pace of delivery in the previous years had had a negative effect on the allocation of funds.

By 1988, Housing and Development Board apartments were occupied by 88 percent of the population and 455,000 of these apartments (74 percent of all built) had been sold to tenants, who could use their pension savings from the compulsory Central Provident Fund for the downpayment (see Forced Savings and Capital Formation, ch.
Movement to a public housing apartment was associated with (although not the cause of) a family structure in which husband and wife jointly made important decisions, as well as with a family's perception of itself as middle class rather than working class.
Although the earliest public housing complexes built in the 1960s were intended to shelter low-income families as quickly and cheaply as possible, the emphasis soon shifted to creating new communities with a range of income levels and public services.

This afternoon’s trip to the Housing & Development Board (HDB) Hub was another opportunity to witness Singapore’s sprawling bureaucracy at work, and it also acted as our first — albeit surface-level — glimpse into the home life of Singaporeans.
HDB housing ranges from five-room flats for those who demand “personal space” and luxury (an image of two young Singapore yuppies relaxing in front of their new flat-screen HDTV), one-room flats for “families with more modest incomes” (an image of a family - parents, siblings, grandparents - huddled around the dinner table with noodle soup).
HDB presents itself as a modernizing force in the development of Singapore, bringing the citizens out of the kampung and into the future.
