Since housing is a complex area impinging on a multitude of areas that are in themselves complex, it included issues of land management, organisation, and urbanisation, that are treated with in some detail and in keeping with sophisticated and relevant town planning principles.
This is not surprising since policy formulation for the urban development and housing sector as a professional discipline is a relatively recent phenomenon, and since improvement of the other urban infrastructure would have required substantial investments that the Government was not in a position to finance.
