A hovercar is a fictional transport vehicle appearing in works of science fiction.
The closest real-world device is the hovercraft, which elevates itself above a water or level hard surface using a cushion of air retained by a flexible skirt.
Such devices are not considered to be hovercars, however — that term is used only for the fictional device.

The driver of the hovercar has partial cover thanks to the door/dashboard of the car and the car works like any other kind of cover (in this case, I'd say head, chest and arms are visible and a -20 or -10 to hit depending on how big the windows are, etc).
The driver is in the cockpit, but hovercars don't have cockpits with their own damage, so any hits to the cockpit hurt the pilot.
The hovercar is a big target (+10) to hit, but you're trying to hit only 1/10th of it (about a -30*), which turns into a -20 to hit the cockpit (conveniently, the same number for hitting the pilot before).

There are also Tony Hawk-ish hoverboarding and Wipeout style hovercar missions, both of which are worked into Jak II in a comfortable amount.
In small doses the change of pace is always appreciated, but the hovercar and weapon missions in Jak II become tiring after a while.
I personally could have done without the majority of the hovercar and weapon-based missions, but overall the game works well, looks and sounds fantastic, and provides many hours of mostly enjoyable gaming.

These are the known hovertrains and hovercars of the Federation.
The vehicle which seems to run on something like rails may be part of a public transportation system or a private-owned hovercar.
The Cambridge hovercar only appears in Q's future in TNG: "All Good Things", but it is not far-fetched to assume that it does or will really exist (although the city itself would look a lot better without all the skyscrapers).

Or how about when a well dressed employer is described as stepping out of a "hovercar" and wearing "expensive clothes?" During one of my campaigns I made the little change of making the militia rifles into "Journeyman Longrifles," a cheap and unwieldy bolt action of Capellan manufacture.
This became a memorable item and afterwards they lugged around a crate of those rifles in their dropship to remind them of that mission.
Because of this, the quality is sometimes less than desirable, but it is easily mass produced and effective for basic crowd control operations.

Fortunately, the agents passed the Racarians as the Racarians were driving a hovercar down the wrong side of traffic, skipping over the tops of cars.
The car (who identified itself as Carl) was anxious about the turret and the agents followed some advice from Carl to move in close to the Racarians to inside the minimum range of the turret.
Once there, X lept from the LTD to the roof of the hovercar where she became locked in hand-to-hand combat with a Racarian wielding an illegal device which caused paralyzing pain.
