Most bicycle brakes use a lever on the handlebars to pull a cable: that cable draws together a pair of brake arms, pressing the brake blocks against the rim of the wheel.
For side-pull and centre-pull brakes, slacken the central retaining bolt and correct the position of the whole brake assembly.
The section leading from the handlebar to the frame is always surrounded by an outer, which together with the inner wire cable forms a bowden cable and allows force to be transmitted from the levers to the mechanism on the frame through a flexible connection.

I assume you mean S Cam Brakes because disc brakes are self adjusting also some S Cam brakes are also self adjusting.
A friend of mine who works on gargage trucks etc. said to turn the adjuster to where the brakes are tight against the drum and then back off a quarter to on half turn.
There is a long running thread about air brakes with some good info going on now.

For linear-pull and cantilever brakes, remove the side of the brake that’s attached to the cable and be sure to tape the parts together so they can’t get lost.
