Indiainfo.com -> News -> India -> Tehelka’s expose is one among many scandals
In 1987, reports appeared that kickbacks had been paid to conclude a 1981 deal for the procurement of submarines from the German firm of Howaldtswerke Deutsche Werft (HDW).
Allegations of kickbacks in the Rs 4.2 billion deal for six submarines led to a falling out between then Finance Minister VP Singh and Rajiv Gandhi who shifted the former from the defence portfolio that he had earlier held.
New Delhi: A website's expose that showed senior defence officials accepting payoffs from a decoy arms agent has once again spotlighted attention on major defence deals in India that have been mired in controversy and scandal for the last two decades.

Howaldtswerke Deutsche Werft (HDW) has been building conventionally powered submarines for the German Navy, NATO partners, and navies of friendly nations over 30 years.
Recent technology makes it possible to equip new and retrofit older vessels with air-independent propulsion using a silent hydrogen/oxygen fuel cell system, which makes the submaine difficult to detect and increases submersion time.
To date, HDW has delivered more than 80 submarines.
