Howard Moscoe: hike Toronto City Councillors salaries
Given the calendar, Moscoe is not worried about the apathy-plagued November 10 municipal election: "What normally happens is the issue is so politicized it becomes a public debate no matter what.
Moscoe said he’d be willing to accept a lower salary if the panel recommended it, but he’s almost certain the recommendation would be the opposite.
Giorgio Mammoliti seconded Moscoe’s motion, a brave move considering that councillors who say nothing still get to cash in on any pay hikes.

Moscoe was strongly critical of a 2004 decision by the provincial government of Dalton McGuinty to negotiate future infrastructural arrangements with the Association of Municipalities of Ontario rather than with individual communities.
Moscoe was appointed as TTC chair in January 1998, and soon emerged as a prominent rival to David Gunn, the TTC's chief general manager.
Moscoe responded to the threat by introducing a legal challenge against the manner of the new members' selection: both were chosen by a simple majority of council, and Moscoe argued that a two-thirds majority was required.

Councillor Howard Moscoe is planning to introduce a motion before council to revoke this tax break if the vets continue to allow smoking on the premises of their clubs.
Howard probably forgot to tell his constituent that his business was actually increasing because he was in too much of a hurry to run off to bully the vets.
To Howard Moscoe, these veterans are nothing more than props--to be used so that the little councillor can show what a big man he is. In a council of anti-war leftists, who are on a never ending quest to control every aspect of peoples’ lives, Howard Moscoe stands out.

Those who'd like to see Moscoe resign cite inappropriate political interference as the main reason he should step down, but the drive to get rid of him appears to be motivated more by politics than a real concern for the state of Toronto's transit.
Moscoe was wrong to negotiate with the union.
Moscoe may have been one of the few people at the heart of the TTC's troubles both in 1999 and again today, but there are other factors common to both time periods.

Our colleague John Barber at the Globe and Mail is confidently predicting that veteran Councillor Howard Moscoe will soon be anointed as the new “czar” of licensing in the city as Chair of the new Licensing and Standards Committee, although there has been no official announcement of this as yet.
Mayor David Miller may think this is a good way to keep Moscoe in his “inner circle” on the Executive Board of the city, and as a sop to his long time supporter to ease the pain of most likely being dropped from his cherished chairmanship of the Toronto Transit Commission.
Moscoe proved himself to be a destructive bull in a china shop at the TTC as well.

In contrast to the thinking of many transit activists and lobbyists, Moscoe is firmly convinced that lowering fares and increasing system-wide service is not the way to solve the TTC's problems.
Moscoe pointed out that though it's only been a little over three years since provincial condominium legislation was changed to allow condos to be built in space sold as air rights, the TTC is already moving forward in selling the air above its subway stations for fun and profit.

TORONTO -- The Toronto Transit Commission (TTC) Chairman Howard Moscoe said the transi agency has averted a strike by a hair's breadth by offering its union $600 in extra payments over three years for all 8,400 members, according to this report by Jeff Gray published by the Toronto Globe and Mail.
Moscoe said the payments -- agreed to in a last-minute shouting match with union president Bob Kinnear -- are meant to compensate TTC workers for having to pay into their pension plan for the past five years, while other city workers did not have to.
Moscoe said the TTC could not budge on its wage hike offer because the city's other unions would then hold it up as a precedent for their upcoming contract talks.
