Howard Unwin Moffat - Wikipedia, the free encyclopedia
Howard Unwin Moffat, (13 January 1869 - 19 January 1951, served as second Premier and first Prime Minister of Southern Rhodesia, from 1927 to 1933.
Born in the Kuruman mission station in Bechuanaland, Moffat was the son of the missionary John Smith Moffat and grandson of the missionary Robert Moffat, who was the friend of King Mzilikazi and the father-in-law of David Livingstone.
His government passed the 1930 Land Apportionment Act, which defined the pattern of land allocation and ownership and is viewed as being one of the ultimate causes of the land disputes in Zimbabwe from 2000.

Howard set off for the prison, though he was warned that his life would not be safe if he ventured inside.
When Howard was in Russia the empress sent a message saying she desired to see him; but he returned an answer that he was devoting his time to inspecting prisons, and had no leisure for visiting the palaces of rulers.
Howard refused at first to meet the emperor's wishes; but, on the English ambassador representing good might come of the visit, Howard went to see his majesty, and remained with him two hours in conversation, during which time he made the emperor acquainted with the bad state of some of the Austrian prisons.

I was also thrilled to see that Howard Waldrop is up in Novelette.
Howard has few peers as a short fiction writer, and is long overdue for a Hugo.
Elsewise, though, the ballot does not thrill me. I was disappointed that the SOUTH PARK's "Trapped in the Closet" did not make the list in Short Form/ Drama, particularly in light of current efforts to make certain the episode is never shown again.

He had no sooner delivered his message than the Spaniards came in sight.  The few ships at Lord Howard’s command were in a very unready state for fighting.  Many of the seamen were ill.  Some of the ships’ companies were procuring ballast, others getting in water.
Being so unprepared for the contest, and so greatly outnumbered, the British ships weighed their anchors and set sail.  The last ship to get under weigh was The Revenge, as Sir Richard waited for the men left on the island, who would have otherwise been captured.
Strange to say, he discovered that in a number of cases they were in many ways better; and the prisoners, unlike their fellows in Britain, were generally employed in some useful manner.
