Howard P. Wilkinson, who practiced as a public accountant and insurance adjustor in Wheeling until his death on March 16, 1927, was a citizen of Wheeling for half a century, and all that time was held in highest esteem for his personal qualities.
Wilkinson was born in Wheeling, W. Va., November 12, 1856, son of Col. Nathan Wilkinson and Isabella A. (Howard) Wilkinson.
Wilkinson's most notable achievements was a thorough survey of the city affairs of Charleroi, Pa., re-drafting of its ordinances, installation of a modern system of cost and accounting, and recommendations of sound principles for the future government of this community.

Wilkinson began his coaching career at Notts County where he was taken on and tutored by County's legendary manager Jimmy Sirrel.
Wilkinson was unsuccessful in this role; inheriting a team who were unbeaten and yet to concede a goal, he lost three of his six matches in charge and was replaced by David Platt ahead of the 2000-02 campaign (Taylor would, ironically, end up back in charge, two years later).
