Howell Jackson was born in Tennessee on April 8, 1832.
Jackson resumed his law practice in Tennessee after the Civil War, and in 1875 was appointed to Tennessee's Court of Arbitration for West Tennessee.
However, George Shiras apparently switched his position, which led Jackson to dissent vigorously, claiming that the decision was "the most disastrous blow ever struck at the constitutional power of Congress." Jackson joined the Court's opinions in the other two controversial cases from 1895, United States v.

In 1880, Jackson was elected to the Tennessee House of Representatives and in 1881 to the United States Senate.

Howell Edmunds Jackson was born in Paris, Tennessee on April 8, 1832.
Jackson obtained a law degree from Cumberland Law School in 1856, passed the bar and set up a private legal practice as one of the more educated attorneys in the country.
Jackson was appointed a special judge to the Madison County chancery court and, in 1875, he was appointed to the Court of Arbitration for Western Tennessee.

Jackson was involved in a number of organizations, including the Tennessee Agricultural and Mechanical Association, the Grange, and the Tennessee Bureau of Agriculture, which promoted the interests of farmers, who were enduring extreme economic difficulties during this period.
In 1873, Jackson was apparently president of the Tennessee Bureau of Agriculture and was again involved in arranging a convention of farmers to be held in Nashville.
Howell was apparently associated in business with a company called the Jackson Oil Mills, and, in 1883 and 1884, he received several lengthy letters about company operations and profits.

Since Jackson’s out of options and is basically assured a roster spot, maybe you’d consider moving him to the bullpen and letting Howell start.
Howell is probably first in line now to get called up in case of an injury during April or May to a Rays starter.
