  HRW Documents Repression In Kashmir By Parwini Zora & Daniel Woreck
HRW conducted research for the report, entitled “Everyone Lives in Fear: Patterns of Impunity in Jammu and Kashmir,” from 2004 to February 2006 in Indian-controlled Kashmir.
While HRW equates the violence of the Indian military and that of the militants, the outbreak of the armed conflict in the late 1980s resulted from decades of oppressive, anti-democratic Indian rule of the majority Muslim state.
However, according to HRW, there are few, if any, cases in which “officials have been held responsible for failing to respond in a timely manner to a court order in a habeas corpus case or for failing to release a detainee pursuant to a court order in Jammu and Kashmir”.

On first blush, HRW seems to be cut from the same cloth as Amnesty International, an NGO that is dedicated to the rights of political prisoners worldwide.
Once HRW achieved its goal of helping to rid the USSR and Eastern Europe of totalitarian communism and establish bourgeois democracy, it was able to focus on other areas where enemies of human freedom held sway.
When HRW claimed that minority rights were not being respected in Yugoslavia, it did not bother to acknowledge the 1992 constitution, which guaranteed extensive rights to several national minorities, including the Albanians.

 Human Rights Watch report into Jenin accuses Israel of war crimes
HRW takes as good coin IDF claims that the incursion into Jenin was launched as a defensive response to hunt down those responsible for the suicide attacks that have killed or injured 70 Israelis over the last months.
Indeed HRW was quick to dismiss allegations of a massacre having been carried out by Israeli forces in a way that pre-empted the planned United Nations investigation into events at the Jenin refugee camp, which the government of Ariel Sharon subsequently blocked.
HRW states that, based on the evidence and research undertaken, “during their incursion into the Jenin refugee camp, Israeli forces committed serious violations of international humanitarian law, some amounting prima facie to war crimes”.

Moreover, HRW was a signatory to a November 1, 2001 was a signatory to a November 1, 2001 document characterizing the 9/11 attacks as a legal matter to be addressed by criminal-justice procedures rather than military means.
This could be the consequence of HRW putting legal and political landmines in the path of nations with the best human rights track records as they experiment with new weapons against a new kind of enemy in the War on Terrorism.

 UPDATE to The Red Cross Ambulance Incident: The Human Rights Watch Report
HRW cannot conclusively state which missiles were used in the attack on the ambulances, because our researchers did not find diagnostic shrapnel or missile parts at the scene, and because of the experimental nature of some missiles used by the IDF.
HRW alternatively proposes that Israel must have attacked the ambulances with DIME missiles, a controversial experimental type of weapon reportedly being developed by the United States and Israel.
HRW does not name any of the authors of its report, but Peter Boukaert, the photographer for almost all of the pictures in the HRW report, stars in the anti-Israel film "Occupation 101," alongside people like Noam Chomsky, Ramsey Clark, and other anti-Zionists.

HRW obtains most of its "evidence" from sources with known bias against Israel, such as pro-Palestinian groups and Palestinian "eyewitnesses." These sources are known to inflate reports of Palestinian casualties and to claim that killed or wounded terrorists are really civilians.
HRW wants to say that it's not enough just for Hezbollah fighters to store weapons near civilian homes; for Israeli action to be justified, the Hezbollah fighters must also be present at the time of the Israeli counterstrike.
HRW investigators either allowed themselves to be duped or maliciously spun their data to present Israel in the worst possible light.

 Politics By Other Means: An Analysis of Human Rights Watch Reports on India.
HRW states that 1998 began “with an unprecedented hate campaign by Hindutva groups and culminated with ten days of nonstop violence against Christian tribals and the destruction of churches and Christian institutions in the southeastern districts at the year's end.” HRW makes copious mentions of the destruction of churches, Christian run schools, and Bibles.
HRW tries to use police partisanship to show state sponsorship of the attacks, but not one instance is cited in which the police leadership is giving orders to officers to participate in attacks on Muslims.
HRW even admits that 10,000 of the 98,000 in refugee camps were Hindus, while a British report that was extremely critical of the Gujarat government, claims that 100,000 Muslims and 40,000 Hindus were made homeless by the riots.

HRW calls for the international community to try Iraq's leaders for their human rights crimes and for the establishment of an "international tribunal" for this purpose.

Incidents of communal violence in which both the Hindu majority and a particular minority community were involved in and share the blame for are portrayed as one-sided attacks by Hindus against “innocent minorities.” Human rights abuses against Hindus are either ignored or downplayed as compared to abuses suffered by minority groups.
In the 1995 report on the Mumbai riots, HRW sought to place the blame for the violent events exclusively on the Hindu community and completely ignored the role of Muslim communalism in the riots.
HRW, however, did not provide one iota of evidence in the report to back up its assertion of the state having planned the violence in advance.
