The Matsu Islands (馬祖列島; or less frequently, 馬祖群島 Pinyin: Mǎzǔ) are a minor archipelago of 19 islands and islets in the Taiwan Strait administered as Lienchiang County (連江 Pinyin: Liánjiāng), Fujian Province of the Republic of China (ROC, based on Taiwan).
The People's Republic of China controls the part of the county adjoining the mainland and has a separate administration for that jurisdiction, Lianjiang County, which claims the entire archipelago to be its Mazu Township (妈祖乡;).
In April 2003, the county government started considering changing the name to Matsu County to avoid confusion with the county of the same name on the mainland.

A county-controlled city (縣轄市;) is one of the 32 cities in Taiwan Province of the Republic of China administered under one of the 16 counties of the Republic of China.
On the same level as a ROC township, it is the lowest-level city of ROC, below provincial and direct-control municipality.
In contrast, the counties under the People's Republic of China cannot administer cities (but since it has prefecture-level city absent in ROC, it still has 3 kinds of cities as well).

Many of the cities have a political geography which may be very different from its surrounding counties, making the prospect of consolidation to be very politically charged.
