The NT$460 million Hsinchu Science Park incinerator was fined NT$400,000 on three separate occasions, in August and November 2004 and May 2005, by local environmental authorities for violating operation procedure standards and for excessive emissions of arsenic and dioxin.
Lu, along with the Anti-Hsinchu Science Park Incinerator Alliance, pointed out that the incinerator was located in a densely populated area of 300,000 residents and 110,000 park administration employees, while the closest primary school to the park's incinerator was only 584 meters away.
Amid continual protests by residents, James Lee (李光輝), Director of the Science Park Administration, claimed that the usage of waste solvents as fuel for the incinerator was a recycling process, and that the incinerator accommodated nearly one third of the volume of waste solvents generated daily.
