Senior high school spans grades 10 through 12, again the main goal of students is to score highly on the national university entrance exams at the end of their third year.
Discipline in educational institutions from high school and up (including vocational schools) are the responsibility of military officers stationed at the individual schools (as opposed to elementary and junior high school where teachers and school administrators were responsible for discipline).
Vocational school graduates may also participate in the national university entrance exams, it is not uncommon for students to select vocational school over high school and proceed to a four year college afterwards.

His higher education were in National Taiwan University (without the entrance examination[?] due to achievements at high school) (1959), and master studies at National Tsing Hua University (1961), and doctoral at the the University of California, Berkeley, USA (1962).

Born in Taoyuan, Hsu attended now the Hsinchu Senior High School and received his bachelor's degree in Political Science from the National Chengchi University in 1967 and his master's degree from the University of Edinburgh in 1969.
He began his political career in the Kuomintang as a member of the Taiwan Provincial Assembly from 1973 to 1977, but broke ranks in 1977 when he ran and won as an independent in the election for Magistrate of Taoyuan County.
He founded the Taiwan Democratic School in July 2004 which is aimed at "promoting a new democratic movement to sustain Taiwan's young democracy." It has advocated unity within the Pan-Blue Alliance.
