The Huanghe River Conservancy Commission, hereinafter called the HRCC, is an agency of the Ministry of Water Resources and is authorized to manage the Huanghe River valley and continental rivers of Xinjiang Uygur and Inner Mongolia Autonomous regions and Qinghai and Gansu Provinces.
Henan Huanghe River Engineering Bureau and Shandong Huanghe River Engineering Bureau are the two branch organs of the Huanghe River Conservancy Commission situated in Henan and Shandong Provinces.

The Huanghe, which was called "China's Sorrow" because of the frequency and severity of its floods, first dried up so that it stopped flowing to the sea in 1972, a year of exceptional drought.
The Huanghe carries an average of 1,600 million tonnes of silt a year into the plain, nearly all it from the Loess or yellow earth plateau, whose soil is made out of very fine particles that are easily eroded.
The Huanghe is now several metres higher than the plain - 13 metres at its highest near Kaifeng, though this reduces as the river approaches the sea so that it is only 5 metres at Jinan.

From the geographical borders and dates mentioned in the Shi Ji, the Erlitou site near the modern cities of Luoyang and Zhengzhou in the Huanghe river valley (sometimes called the Yuxi area) may be either Xia or early Shang (Chang 1983).
Shelach chose this site and other smaller settlements within the Yuxi area because they represent not the entire Erlitou culture but a much better defined area considered by many to be the core of Xia (1994).
To add to this, recent excavations of more Erlitou Culture sites have shown that the earlier sites tended to be evenly dispersed away from the Huanghe Valley, while later sites group around the type-site and appear only in the Huanghe Valley (see figure 8).
