Guthrie was first elected to the House of Commons as a Liberal in 1900 from the riding of Wellington South.
Guthrie's department was responsible for the persecution of the Communist Party of Canada, and the arrest and incarceration of Communists, including leader Tim Buck, for sedition.

Donald Guthrie, K.C., the recognized leader of the Bar of the county of Wellington, one of the Benchers of the Law Society; the representative of South Wellington in the House of Commons, and in the Legislature at Toronto for a period of fourteen years.
Guthrie was one of the organizers of the Guelph Gas Company in 1870, and was President of that company during its whole existence, for 33 years.

The sustained pressure may have been due to breakdown of gas hydrates, Guthrie said, though not all researchers agree.
Holder said it might also be possible to produce methane directly from a gas hydrate deposit by drilling into it; the resulting depressurization would cause dissociation of the hydrates and release methane.
Dillon said he expects that methane recovery from hydrates eventually will be economically feasible, if for no other reason than the hydrocarbons from declining petroleum reserves will be too precious to burn and will be diverted exclusively for use in producing plastics and other polymers.
