Hugh Harman (1908 1982) and Rudolf "Rudy" Ising (1903 1992) were an animator/film director/film producer team best known for founding the Warner Bros. and MGM animation studios.
Harman and Ising first worked in animation in the early 1920s at Walt Disney's studio in Kansas City.
Harman took over direction of the Looney Tunes starring the character, while Ising took a sister series called Merrie Melodies that consisted of one-shot stories and characters.

Harman designed the character (consciously modeling him after Felix the Cat) and, in 1929, starred him in a short film called "Bosko, the Talk-Ink Kid" that showcased his ability to animate soundtrack-synchronized speech and dancing.
Although Harman and Ising based Bosko's looks on Felix the Cat, Bosko, like Mickey, got his personality from the flface characters of the minstrel and vaudeville shows popular in the 1930s.

My guess is that whomever commissioned Hugh Harman Productions to make this film couldn't pay to have it produced with full animation and a soundtrack as originally intended.
Hugh Harman Productions was also responsible for the clever and fondly-remembered dental hygiene cartoon "Winky The Watchman", likewise made around this time.

Harman's name is relatively little known in history of photography circles, which is perhaps unkind, for his contribution to photography was considerable, having been the founder, in 1879, of the photographic manufacturing business which eventually came to be known as Ilford Limited.
He chose Ilford, Essex for the setting up of a company, originally known as the Britannia Works, and this eventually became known as "Ilford", employing thousands of people.
One of Harman's employees was John Houson who was responsible for producing the "Ilford Manual of Photography" which continues to this day.
