The Hugo Award is given every year for the best science fiction or fantasy stories of the previous year, and for related areas in fandom, art and dramatic presentation.
The Hugo Award itself was co-designed by longtime SF fan and booster Benedict Jablonski who based the trophy on a rocket-shaped hood ornament from an Oldsmobile 88.
While "bests" had been voted upon at all conventions there were no awards until the 11th Worldcon (Philadelphia, 1953) and this was, at the time, considered a one-time event.

The Hugo Award for Best Fan Artist is given to an artist whose work appears in low- or non-paying publications; this category is thus distinguished from that for professional artists.
According to Article 3.3.13 of the Constitution of the World Science Fiction Society, a fan artist is "An artist or cartoonist whose work has appeared through publication in semiprozines or fanzines or through other public display during the previous calendar year.
Any person whose name appears on the final Hugo Awards ballot for a given year under the Professional Artist category shall not be eligible in the Fan Artist category for that year."

 What is the Hugo Award?
The Hugo Awards were named in honor of Hugo Gernsback, “The Father of Magazine Science Fiction,” as he was described in a special award given to him in 1960.
The Hugo Award, which takes the shape of a rocket, is determined by nominations from and a popular vote of the members of that year’s World Science Fiction convention.
Originally, Hugo Awards were only presented to the best novel and the best short story, but over the years other categories, including the best dramatic presentation, the best fan writer, etc., have been added.
