The Hugo Award is given every year for the best science fiction or fantasy stories of the previous year, and for related areas in fandom, art and dramatic presentation.
The Hugo Award itself was co-designed by longtime SF fan and booster Benedict Jablonski who based the trophy on a rocket-shaped hood ornament from an Oldsmobile 88.
While "bests" had been voted upon at all conventions there were no awards until the 11th Worldcon (Philadelphia, 1953) and this was, at the time, considered a one-time event.

The Fountains of Paradise is a 1979 novel by Arthur C. Clarke.
Subplots in the novel include human colonization of the solar system and the first contact with extraterrestrial intelligence.
Although the hyperfilament is constructed from "continuous pseudo-one-dimensional diamond crystal" [pg.45] in the novel, Clarke later expressed his belief that another type of carbon, Buckminsterfullerene, would play the role of hyperfilament in a real space elevator.

Best Editor went to Gardner Dozios, who picked up his 13th Hugo Award in the last 14 years for his work on Asimov's (the only year he didn't win, the award went to Kristine Kathryn Rusch for her work with The Magazine of Fantasy and Science Fiction).

The rules shall be the same as those for Best Novel, with length between seven thousand five hundred (7,500) and seventeen thousand five hundred (17,500) words.
In the event that a potential Hugo Award nominee receives extremely limited distribution in the year of its first publication or presentation, its eligibility may be extended for an additional year by a three-fourths (3/4) vote of the intervening Business Meeting of WSFS.
Selection of nominees for the final Award voting shall be done by a poll conducted by the Worldcon Committee, in which each member of either the administering or the immediately preceding Worldcon as of January 31 of the current calendar year shall be allowed to make five (5) equally weighted nominations in every category.
