The Hugo Award trophy was co-designed by longtime SF fan and booster Benedict Jablonski who based the trophy on a rocket-shaped hood ornament from an Oldsmobile 88.
While "bests" had been voted upon at all conventions there were no awards until the 11th Worldcon (Philadelphia, 1953) and this was, at the time, considered a one-time event.
The awards also sparked controversy in 2004 when the prize for Hugo Award for Best Dramatic Presentation, Short Form was given to a joke awards show acceptance speech featuring Gollum from The Lord of the Rings over acclaimed episodes of Firefly, Buffy the Vampire Slayer and Smallville.

Awards given in one year are for work done during the previous year.
The Hugo Award for Best Professional Editor was presented from 1973 to 2006; at the 2006 business meeting of the World Science Fiction Society it was split into the Hugo Award for Best Editor Short Form and the Hugo Award for Best Editor Long Form, to be presented from 2007 onward.
These were awarded 50 or 75 years after years in which World Conventions didn't give awards.

Voting for best editor in short form seems simple enough: you can judge a magazine or anthology by the selections chosen and the way things are balanced.
If the voters find that editors B, C and D did a better job with their single nominee and other books they liked that did not make the ballot, so be it.
True, there are occasions when editors just have to grab excellent work that falls into their laps and publish it, but that's no less true of magazine editors than book editors; and they still exercise editorial talent by recognizing the good stuff when they see it.

 L.A.con IV: Hugo Nominees
An award for the best new writer whose first work of science fiction or fantasy appeared during 2004 or 2005 in a professional publication.
The Best Interactive Video Game category, added to the nominating ballot this year by the L.A.con IV Committee, has been dropped because of a lack of interest (as per Section 3.6 of the WSFS Business).
This is the second year of the transition to the new Campbell eligibility rules, where now all professional publications count towards eligibility rather than just those with a print run of over 10,000 copies.

The Best Professional Editor Hugo, like a lot of the Hugo categories, has an odd history, shaped by the sorts of accommodations-with-circumstance that happen in democracies.
From their inception in 1953 to 1972, the Hugos honored the best SF magazine of the year.
Then, in view of the increasing importance of books and anthologies, it was decided to change the award to “Best Professional Editor.” But magazine editors have dominated the award nonetheless—unsurprisingly, since book editors, save for anthologists, are rarely credited on the books they edit.

As fiction editor of Omni magazine and Omni Online from 1981 through 1998, Ellen Datlow earned a reputation for encouraging and developing an entire generation of fiction writers, and has published some of today's biggest names in the SF, fantasy and horror genres.
She was then the editor of Event Horizon: Science Fiction, Fantasy, and Horror, a Webzine founded in September 1998 that remained active until December 1999.
During that period, Event Horizon published "The Specialist's Hat" by Kelly Link, winner of the 1999 World Fantasy Award for Best Short Story — only the second story published on the Internet to win the World Fantasy Award.
