Science Fiction Writer Robert J. Sawyer: Press Release: Hugo Win (2003)
The Hugos are nominated for and voted on by the 5,000 members of the World Science Fiction Society, and presented at that organization's annual conference, the World Science Fiction Convention — which this year is being held in Toronto.
Note on the trophy: the Hugo Award rocketship is a standard design, used every year.
In recent years, it's become fashionable to have the base reflect the location of the convention; this year's base — designed by Franklyn Johnson of Edmonton — is made of maple wood and has a vertical maple leaf doubling as exhaust from the central rocket.

There are still general action confrontations between Robin and monsters, but Englehart injects the story with actual ironies that beg investigation, as when Hugo Strange remains silent under torture from Rupert Thorne, arch-corrupt official of Gotham who is seeking the secret of Batman's true identity.
In the end an imprisoned Batman is freed, as he always is, but it is the lingering questions about Silver St. Cloud and Hugo Strange that is connecting the series together now, not a villain or a Gotham City crisis.

But what happens to Hugo Strange at the hands of Boss Thorne, at the end of "I Am The Batman!", is rather shocking, even if the violence is played down.
And the highlight of Strange Apparitions is the two-part Joker story from Detective Comics #'s 475 and 476 where the Joker's lunacy knows no bounds--a horrendously delightful celebration of insanity for insanity's sake.
Batman: Strange Apparitions features major Bat-villains at their very best (Joker looks great helping the reader actually turn one of the pages--Isn't that cool!), and the Dark Knight himself does what he does best...follows clues and fights hard to take back each Gotham night from those fiends who would hold it hostage.
