		Our delegation had been told that the FARC unit Teofilo Forero was known to be located nearby Rivera prior to the massacre, indicating that the FARC had armed elements nearby for whom entry to Rivera on the day of the massacre was feasible.
		There are, after all, more than 3.5 million internally displaced people in Colombia, as well as thousands of peasants, indigenous and Afro-Colombians killed due principally to the violence carried out by paramilitaries with Colombian Army support, actions which we have continually criticized in the most severe terms.
