These rights commonly include the right to life, the right to an adequate standard of living, the prohibition of genocide, freedom from torture and other mistreatment, freedom of expression, freedom of movement, the right to self-determination, the right to education, and the right to participation in cultural and political life.
Rights may also be non-derogable (not limited in times of national emergency); these often include the right to life, the right to be prosecuted only according to the laws that are in existence at the time of the offense, the right to be free from slavery, and the right to be free from torture.
Human rights are typically divided into two categories: negative human rights (rights to be free from) and positive human rights (rights to), although other categorizations exist.

The Constitution specifies that persons with disabilities have "a right to respect and human dignity" and requires that authorities take appropriate measures "to ensure that they realize their full mental and physical potential." Regardless of this provision, there is no statutory requirement for government services or facilities such as accessibility of buildings for the disabled.

This proposal recommends the abolition of the Uganda Human Rights Commission on the grounds that “Government is of the view that there are at present too many Commissions under the Constitution involving a lot of costs to Government and performing functions which can more economically be performed by other Institutions under the Constitution”.
Protection of peoples human rights as is recognised in the National Objectives and Directive Principles of State Policy should be the primary objective of any good government and cannot be marginalized on the argument of reducing costs to government.
National human rights institutions are gaining ground in Africa and are being established to respond to the new emphasis on human rights and good governance.

The right to life is a fundamental human right and FHRI is concerned that this right was violated in an arbitrary way by government forces and in the continuing conflicts around the country.
FHRI acknowledges and enthusiastically supports the important role that the Uganda Human Rights Commission plays in raising awareness and sensitising both the government and the population on their rights as articulated in Chapter 4 of the Constitution and in the international instruments that Uganda has signed and ratified.
All people have the obligation to ensure that human rights are protected and upheld and FHRI calls upon all Ugandans to continue with the struggle of promoting the enjoyment of human rights.

Please provide information on the existence of a human rights group based in Kampala, Uganda, known as "Human Rights Africa/Uganda." Also please provide information on the group's activities and whether members of the group or human rights activists in general are at risk of harm by the Ugandan government.
This is the Uganda Human Rights Activists (UHRA).
In the period since the elections, the limitations on the activities of human rights groups appear to have been more bureaucratic in nature, and further examples of direct repression of groups or their members have not been found.
