  The Doctrinal Authority of Papal Allocutions
There is an authoritative papal statement, according to the text of the Humani generis, whenever the Sovereign Pontiff takes the trouble to issue a decision on a point which has hitherto been controverted, and inserts that decision in his own "Acta." Basically, such a decision is made in one of two ways.
Thus, according to the clear teaching of the Humani generis, it is morally wrong for any individual subject to the Roman Pontiff to defend a thesis contradicting a teaching which the Pope, in his "Acta," has set forth as a part of Catholic doctrine.
The Humani generis must not be taken to imply that a Catholic theologian has completed his obligation with respect to an authoritative doctrinal decision made by the Holy Father and presented in his published "Acta" when he has merely refrained from arguing or debating against it.

His encyclical Humani Generis (dated August 12, 1950, and appropriately subtitled, On Certain False Opinions Which Threaten to Undermine the Foundations of Catholic Doctrine) was issued in response to the danger posed by evolutionists (such as Teilhard de Chardin) who were pushing pantheism.
Humani Generis was misrepresented to convey the widespread impression that belief in Evolution is now accepted officially by the Magisterium.

It is important to note that the Holy Father’s recent statements regarding evolution were his opinions, not part of the Ordinary or Extraordinary Magisterium, as they were not addressed to the universal Church.
Humani Generis (Pope Pius XII's Encyclical of 1950), on the other hand, is part of the Ordinary Magisterium, and so does carry much more weight.
Besides that, it does not seem that the Holy Father directly contradicted any of the the fundamental teachings in that Encyclical, but simply gave a more positive outlook on Evolution than the Encyclical did (which also said that it was not heretical to believe in Evolution).

This is because a work like Humani Generis presupposes a faith which professional thinkers seem by and large to have lost: faith that philosophy is indeed capable of achieving its own end.

Historical facts pertain to concrete historical events, and what Pope Pius XII pointed out in Humani generis (no. 8b above) was that the idea (historical hypothesis) of a development of the human body from pre-existing living matter of any kind was not "completely certain and proved by the facts," that is, by the historical facts.
It should also be noted that, if materialist observers were to witness today the divine creation of a new biological species, they would tend to explain it as a spontaneous natural generation.

If you read the Encyclical Humani Generis by Pope Pius XII of happy memeory and chapter 25 of Lumen Gentium (ie the Dogmatic Constitution on the Church from VCII) you will see that such a document promulgated in this way is indeed infallible.
Nor must it be thought that what is expounded in Encyclical Letters does not of itself demand consent, since in writing such Letters the Popes do not exercise the supreme power of their Teaching Authority.
6) Lumen Gentium Chapter 25 provides the watershed understanding of the doctrine of infallibility and completes the work that VCI was not able to deal with in 1870 and which Pius XII dealt with partially in Humani Generis.
