BBC NEWS | Talk about Newsnight | Would a hung parliament be good for Britain?
She concluded that “the key to the change we need is a hung parliament which will bring in electoral reform”, a recommendation that has put her in the firing line of the Chief Whip.
A hung parliament, as the only shared power option, is vital if the connection between Government and Governed is to be restored and if the new generation of voters are to value and use their demoratic right.
Of course a hung parliament would be good for Britain as it would limit the power of Government to ignore public opinion beween elections - as Blair has repeatedly, on foundation hospitals, going to war in Iraq and staying silent in the face of the recent slaughter of civilians in Lebanon and Israel.

The Parliament Acts are two Acts of Parliament of the United Kingdom, passed in 1911 and 1949 respectively.
The Parliament Acts still cannot be used to force through legislation that originated in the House of Lords, so they could not have been used to enact the Civil Partnerships Act 2004 or the Constitutional Reform Act 2005.

Technically a hung parliament, as we saw in the last FPP election of 1993, shouldn't happen under MMP - there should usually be one bloc of parties with a majority.
Which means that that the actual position regarding hung parliaments is uncertain, and in the hands of the Prime Ministers' appointee, the Governor-General.
In the case of a hung parliament, Bolger was correct - potentially, the Prime Ministers apointee the Governor-General may decide who forms our next government.
