Several accounts say walking to Hungnam from Hamhung was a risky journey for the thousands who tried, as the route passed through minefields as well as UN checkpoints manned by nervous soldiers on the alert for North Korean and Chinese infiltrators.
We do know that those in charge of the evacuation based their plans in part on X Corps' experiences evacuating refugees farther south just days earlier, from Wonsan, where a few thousand were expected but many times that number thronged the port.
So, at Hungnam, planners allowed ahead of time for the likelihood of fleeing civilians; bumping their estimates up from Wonsan, they expected as many as 25,000.

The Hungnam evacuation was certainly an humaitarian feat of epic proportions, particularly in the midst of battle, but the real military feat was the retreat from the Changjin Reservoir by the Marines and what was left of the 7th Cav.

First, we would like to express great thanks to those 47 crew members of the SS Meredith Victory and others who were at the Hungnam evacuation to save the lives of people, even those refugees who were from an enemy country, through humanitarian love, sacrifice, and mission.
The "Unit Citation for SS Meredith Victory" by US Department of Commerce stated "At the height of the epoch-making evacuation of Hungnam, Korea, by the United Nations Forces in December 1950, the Meredith Victory was requested to assist in the removal of Korean civilians trapped and threatened with death by the encircling enemy armies.
One of the last ships to leave Hungnam, Meredith Victory set her course through enemy minefields, and although having little food and water, and neither doctor nor interpreter, accomplished the three-day voyage to safety at Pusan with her human cargo, including several babies born enroute, without loss of a single life.
