I was one of the luckier ones, though, living within 10 minutes of a railway station.) Expecially now that gentrification is forcing low-income earners into the outer suburbs, where surviving without access to a car is difficult, a public transport system would be much needed.
Additionally, it could service Monash University, which has the distinction of being (a) Melbourne's largest university, and (b) in the middle of suburbia, half an hour's walk from the nearest railway station and wholly dependent on cars and bus services.
The possibilities look moderately promising (new railway lines, a tram extension, andc), though I suspect they'll settle for half a dozen new bus services, running six days a week to 7pm, or some token "solution" like an automated phone-based car-pooling registry, chosen because it is inexpensive and innovative, even if thoroughly useless.

I'm sure if the government got off their arses and started building the Rowville railway line tomorrow, it too would be finished before the freeway, with plenty of drivers.
I think the best route from Dandenong to Rowville would be north east along the existing corridor diverting onto the freeway north then diverting east again towards Stud Park across the D'nong valley creek/powerstation (south of Wellington Road) then up stud road to Stud Park.
