Beaufort’s insistence on objective accuracy (and perhaps his Irish background?) led to his absolute refusal to allow hydrographic expeditions to be used for the imperialistic purpose of ‘showing the flag’.

Hurricane Hugo churned through the same section of the Caribbean as Donna, but had weakened from its peak intensity by the time it smashed the U.S. Virgin Islands on Sept. 17, and then struck a glancing blow to Puerto Rico with winds gusting to 160 mph the next day.

You may think at first that I am nuts for saying a blessing, but, If Charlie had not come when and as it did, the people of Daytona would be scoffing at Frances as they have the other Hurricanes in recent past.
During Hurricane Charlie, they sent the Tampa and Ocala people to Daytona for them to find out that they would have been missed if they just stayed home, but rather, they came here to find themselves put in harms way.
Charlie was just a sweep of the area in Daytona compared to what we expect from Frances as it bears down on this area with at least 3 times the force than we got from Charlie.
