In the United Kingdom a hotel is required by law to serve food and drinks to all come within certain stated hou; to avoid this requirement it is not uncommon to come across "private hotels" which are not subject to this requirement.

The Burj al-Arab hotel in Dubai, United Arab Emirates, built on an artificial island, is structured in the shape of a sail of a boat.

Some disaster plans specify in quite some detail the manner in which people are to behave or respond. However, even totalitarian governments; using coercive measures during wartime have not always found it possible to dictate behavior that was not considered legitimate by the public.
Disasters may cross jurisdictional boundaries, create the need to undertake unfamiliar tasks, change the structure of responding organizations, result in the creation of new organizations, trigger the mobilization of participants that do not ordinarily respond to local emergency incidents, and disable the routine equipment and facilities for emergency response.
Thus, definition of a disaster must include consideration of a hazardous event's effect on the target population. The impact of a hazardous event on a community is partially determined by the mechanisms and adaptations that the population has developed to deal with the effects of potentially damaging events.

The collapse of the walkways was due to a combination of the lack of an understanding of basic scientific principles, the lack of communication between parties, and the lack of a display of professional ethics by the involved parties.
The Hyatt Regency is a hotel in Kansas City, Missouri.
From an ethical point of view, the causes of the Hyatt Regency disaster were born even before the design of the walkways.

The primary causes of engineering disasters or failures include human factors, design flaws, materials failure, extreme environment conditions, but normally it is a combination of these reasons [1].
In the Hyatt accident, the problem arose from a physics and math oversight and not an environmental concern.
In the Hyatt disaster, the cause of failure would probably fall under the ignorance, carelessness and negligence category and also had to deal with communication, or lack thereof.

The failure seemed to occur because of the moment applied to the beams in the upper walkway because of the offset between the rods going up and the rods going down.
More info is available in (this courtesy of Mark Brader): The same disaster is discussed by Henry Petroski in more than one of his books, but particularly in "To Engineer is Human: The Role of Failure in Successful Design" (1985, St. Martin's Press, ISBN 0-312-80680-9).
Petroski says that the original design had the rods running from the ceiling through the upper walkway (which was to be fastened to them by nuts on the rods at that point) and continuing through to the lower walkway (with more nuts at that point to support it), but not to the atrium floor below.

Two concrete walkways suspended above the hotel atrium collapsed onto the crowded dance floor, killing 114 people.
