I would say yes and leave it at that because you could say that the water being propelled from the nozzle is an act of mechanical hydraulics, regardless of what the water does afterwards (completes a circuit, tips a scale, reacts with a chemical to form your precipitate, etc).
Some judges might want you to have the water push an object over or something to demonstrate that it is the water's force which continues the chain of events, rather than the water's chemical properties, but I am personally not going to bother doing that.
In other words, the actual hydraulics of the device is moot to the operation of the device- the actual "transfer" is occurring at the trigger.
