Historically, the main tasks of hydrographic offices were the conduction of hydrographic surveys and the publication of nautical charts.
The Hydrographic Office therefore actively protects the copyright of all of its data including paper charts, electronic charts,tidal data and other data and has been known to take measures to ensure that its copyrighted information is used appropriately.
That office, as a matter of historical and semantic interest, and the U.S. Naval Observatory are still part of the command overseen by the "Oceanographer of the Navy" with headquarters at the Naval Observatory.

The IHO is composed of its member states (represented by their respective hydrographic offices) with administration through the International Hydrographic Bureau with headquarters in Monaco.

The duty of the Hydrographic Office, under the law, is to improve the means of safe navigation of the seas, for the benefit of the Navy and the maritime marine, by providing nautical charts, sailing directions, navigators, and manuals of instruction.
These observers report to the office by radio messages or by letter, and their reports are scanned and criticized by technical experts, and the information so gained is given to the Navy and to the merchant marine.
The Hydrographic Office, prior to the 14th of April, was constantly receiving reports of ice in the North Atlantic.

On the Pilot Chart of April, 1912, Hydrographic Bulletin of April 10, and the Daily Memoranda of April 10, 11, 12, and 13, were given numerous warnings that ice had been seen in the vicinity of the steamship lanes and naturally might be expected to cross those lanes.
The office felt at the time that this was dangerous, because, while no ice had been reported on these tracks for many days, a great deal had been reported from one to two hundred miles to the northward, and we felt sure some of it would come south before disintegrating.
On May 15, the Hydrographic Office recommended to the department that, in order to assist in safeguarding life and property, one or more suitable vessels be detailed to establish an ice patrol in the vicinity of the steamer lanes, and keep in touch with the ice as much as possible.

There is submitted herewith a memorandum on the steamer lanes and the ice question prepared by the Hydrographic Office on April 20,1912, and published by authority of the Secretary of the Navy, which gives a brief history of the adoption of the steamer lanes.
April 16, it had become apparent from numerous reports gathered by the Hydrographic Office that the ice season was an extraordinary one and the office took up the question of shifting the steamer lane with its branch office in New York and with the Navy Department.
The wisdom of this latest change is demonstrated by the receipt in the Hydrographic Office of reports from sea showing that numerous icebergs had reached the thirty-ninth parallel, and some had even passed south of that latitude.
