  Hydrostatic Testing Facts [Williams.com]
Pressure testing with water, also known as hydrostatic testing, is one of the tools pipeline operators use to verify pipeline integrity.
The test involves purging all natural gas out of the pipeline, cleaning the inside of the pipeline, filling it with water and then pressurizing the pipeline to a pressure higher than the normal operating pressure.
If selected as the verification method, hydrostatic tests are conducted on a repeated frequency for the lifetime of the pipeline or until an alternative verification method is selected.

Customized Hydrostatic Testers for proof testing and burst testing
If testing is to be performed at both the lower and upper ends of scale, or if higher accuracies are required, the digital gauge is recommended.
If testing is to be performed in the upper two thirds of scale, and 1/2% full scale accuracy is acceptable, then the analog gauge is recommended.
Test chambers are available to protect personnel during proof or burst testing.

 Legislative Issues - Pipeline Testimony
Given the hydrostatic test failure of below 125% MOP, the failure on June 10th, the extent of catastrophe that is at issue, and the urbanization that has occurred surrounding the pipe in my district, communities deserve a high level of confidence that can only be achieved through hydrostatic testing.
But hydrostatic tests are in current use for several lines in the country and are required every 5 years for intrastate pipelines in California that is over ten years old.
I think there is some point between the 5 year requirement in California, and the 35 years the line has been sitting in the highly corrosive Northwest soil, that hydrostatic tests should be required, particularly in light of the failure of the pipe during the hydrostatic tests in Bellingham.

If the hydrostatic test is performed at the expected operating temperature (a "hot hydrotest") then the hydrotest can constitute the first thermocycle and the recommended retorquing can occur after the pressure test.
To perform the pneumatic leak test, begin by increasing the pressure until a gauge pressure of 25 psi is attained.
If a hydrostatic pressure test is undesirable due to the possible chemical reactions with water and a pneumatic test in undesirable due to the potential hazards, then an alternative leak test can be used.

Testing was conducted in accordance with 49CFR and Pamphlet C-1 of the Compressed Gas Association (CGA,C-1), Methods for Hydrostatic Testing of Compressed Gas Cylinders.
Cylinders subjected to test are immersed in a sub-surface water-jacketed enclosure to minimize danger in the event of a catastrophic breakdown under pressure.
In the event the testing interval is changed from 5 to 12 years, no extinguisher tested in the previous 5 years would require testing for an additional 7 years.

Hydrostatic Proof Test - American Ductile Iron Pipe - ACIPCO
As specified by AWWA C151, each pipe is subjected to a hydrostatic test of not less than 500 psi with the pipe under the full test pressure for at least 10 seconds.
For even greater assurance of pipe quality, each 30" and larger AMERICAN Ductile Iron pipe is hydrostatically tested to 75% of yield strength of the metal, based on the nominal thickness of the pipe.
As an example of the higher test pressures this dictates, each length of 30" diameter ductile iron pipe, Class 150 (the lightest class produced), 0.34" nominal wall, is tested to 669 psi.

The United States Department of Transportation (DOT) licenses companies to test such cylinders in order to insure that they are safe to use by divers, firefighters, homeowners, etc. The way in which hydrostatic testing of cylinders is done will be explained in the rest of this Webpage.
Hydrostatic testing should be done on scuba cylinders every 5 years unless something has happened to the tank in the meantime that would indicate a need to check the tank sooner.
Since the hydro test stretches the metal of the tank beyond what a normal fill would do, it is not recommended that the test be done more often.

 Hydrostatic Testing FAQs [Williams.com]
The water obtained for use in a hydrostatic test requires the pipeline operator to obtain water use permits.
After the test is complete, the test heads are removed and the line is welded back together, the new welds on the pipeline are x-rayed, the line is backfilled and the site is cleaned up and restored to its original condition.
Air compressors are used to push cleaning devices through the pipeline prior to testing and used to dry the line at the end of the test.

 Eichler Homes | Pressure Tests
The code states, "the minimum system testing pressure is a pressure equal to 1.5 times the psi rating of the pressure relief valve; the maximum test pressure is a pressure equal to 90% of the boiler test pressure as set by the manufacturer".
This means a proper pressure test of the radiant panel tube with this boiler installed would be a minimum of 45 PSI (if the boiler has a 30 PSI pressure relief valve) and a maximum of 144 PSI (as defined by the manufacturers rating).
Until each Hydronic Contractor agrees to standardize all testing procedures, an unnecessary burden is placed on the buyer to pay for a repair of the radiant panel when improper testing has shown the system to be leak-free and in good operational condition.

A hydrostatic test is the most common way in which a cylinder is checked for leaks or flaws.
A hydrostatic test consists of filling the cylinder with a nearly incompressible liquid, usually water, and examining it for leaks or permanent changes in shape.
In addition to the mandatory hydrostatic testing of the cylinders and the visual inspections, it is also suggested to submit cylinders for non-destructive testing in between the required hydrostatic testing.
