Similarly, the Hynerian who takes 1 point of damage is far closer to serious harm than the Luxan who takes 1 point of damage.
You can compare the Wounds score to see how much punishment they take before they drop, sure, but the amount of actual harm done is relative to their total health.
The speed or ease of which they reach these injury points is determined by their individual scores, not their comparative scores.

If an ability modifier is only a 1, then there's a chance that applying it has no immediate benefit for the character.
If the player rolls up a hynerian with a 12 Intelligence (+1 bonus) and applies the racial modifier of +1, the character's Intelligence increases to 13 but the bonus remains +1.
There are a few other screwy things the designers did with the d20 system, like having characters add their opponents' size modifiers to attack rolls instead of adding their own.
