Hyogo has coastlines on two seas: to the north, the Sea of Japan, to the south, the Inland Sea.
Most of Hyogo's population lives on the southern coast, which is part of the Osaka-Kyoto-Kobe metropolitan area.

Hyogo Gov. Toshitami Kaihara on Tuesday announced he will quit before the end of his term in November 2002 as reconstruction following the 1995 Great Hanshin Earthquake is nearly complete, prefectural officials said.
The four-term Kaihara, 67, expressed his intentions to Isami Hirazawa, secretary general of the Liberal Democratic Party's (LDP) Hyogo prefectural chapter, during a meeting at the prefectural government office.
He is expected to submit his resignation shortly, though he did not indicate when he would step down, the officials said.
